Subsidy Deadline April 30! The Key to Application is the Chamber of Commerce

The 19th call for the Small Business Sustainability Subsidy closes on April 30. Learn about the maximum subsidy of 2.5 million yen and crucial steps like securing a plan from the Chamber of Commerce.

The 19th public offering of the "Small Business Sustainability Subsidy," which supports small businesses in cultivating sales channels and improving operational efficiency, will reach its application deadline on Thursday, April 30, 2026. This public offering is an extremely important support measure for businesses facing changes in the business environment, such as soaring prices, wage hikes, and responses to the invoice system.

However, applying for this subsidy requires the issuance of a "Business Support Plan" by the local Chamber of Commerce and Industry (or Society of Commerce and Industry), which necessitates procedures well before the final deadline. We have compiled the points that businesses considering applying should check immediately.

■ Overview of the Subsidy and '5 Selectable Frameworks'

This subsidy partially covers costs for flyer creation, advertising, store renovation, exhibition participation, new product development, etc., based on a "Management Plan" created by small businesses with a certain number of employees or fewer. The upper limit varies greatly depending on the "framework" applied for.

  1. Normal Framework: Limit 500,000 yen (Subsidy rate 2/3)
  2. Wage Increase Framework: Limit 2 million yen (Subsidy rate 2/3 *3/4 for businesses in the red)
  3. Graduation Framework: Limit 2 million yen (Subsidy rate 2/3)
  4. Successor Support Framework: Limit 2 million yen (Subsidy rate 2/3)
  5. Startup Framework: Limit 2 million yen (Subsidy rate 2/3)

Furthermore, an "Invoice Special Exception" is applied, uniformly adding "500,000 yen" to the upper limit for tax-exempt businesses registering as invoice-issuing businesses. This makes it possible to receive a subsidy of up to 2.5 million yen.

■ [Most Important] 'Plan Document' from the Chamber of Commerce is Required

The biggest feature of the sustainability subsidy is that the application cannot be completed independently. To apply, you must visit the local Chamber of Commerce and Industry (or Society of Commerce and Industry), have them review the "Management Plan" you created, and have them issue a "Business Support Plan (Form 4)."

Because issuing this document takes time, it is usually recommended to request issuance by about a week before the final deadline (around April 16 in this case). Rushing to the counter at the last minute might mean they cannot accommodate you, so businesses that have not yet consulted should immediately call their nearest Chamber of Commerce to make an appointment.

■ Cautions When Applying and Preparing for 'Electronic Application'

The hurdles to applying are not just document creation. Particular attention is required for the following two points.

1. Electronic Application Account "gBizID Prime"
Applications for this subsidy are, in principle, conducted only through the electronic application system. This requires a "gBizID Prime" account, but obtaining it can take several weeks, including postal screening. You cannot even apply without having obtained one.

2. Restrictions on Website-Related Expenses
Website creation, EC site construction, SNS advertising, etc., are classified as "website-related expenses," but there is a restriction that these can only account for up to 1/4 of the total subsidy amount. Applications that are merely "wanting to build a site" may not receive the expected subsidy amount, so a comprehensive plan combined with store renovations or equipment introduction is required.

■ Points to Win Adoption

With recent adoption rates hovering around 40%, passing is not easy without a firmly logical plan. Reviewers strictly check, "Will investing in this business truly increase sales?" and "Are the company's strengths being utilized?"

Management instructors at the Chamber of Commerce are "pros" who have seen many successful cases. Consulting early and getting advice on your plan draft is the biggest shortcut to increasing your adoption rate.
